This page does not have a ton of value when a plugin with only one vote is at the top of the list :)
Please create some sort of rule that requires the plugin to have a minimum number of votes to make the most popular list.

When I see "Most Popular", I think of the plug-in that has the highest download count, not the plug-in with the highest rating, which should be called "Top Rated." I also agree that there should be some minimum number of votes, or at least some kind of algorithm to differentiate often rated plug-ins versus those that have very few votes. As it is, a plug-in with one 5-star rating (probably from the author) would be higher ranked than a plug-in with 99 5-star ratings and 1 4-star rating.

Most Popular is useless - any self-serving plugin author will give their plugin 5 stars immediately after upload.
Some kind of weighting system may be better than a cut off.
